    So, the stores have to pay for the bags, but the state gets the money? Nice. Also, as far as the logistics of making people pay for their bags, since we have that in most of Europe I can tell you. There are crappy plastic sacks that cost 10 cents which you have to scan and pay for like any item, so you look at your pile of groceries, estimate how many bags you need, and put them at the front of the conveyor belt, or more often just bring in the extremely study re-usable ones that they sell right next to the cheap ones..

    Thanks Sabayon! Good to know. I don't think implementation is impossible -- I'd like to see it done at stores' initiative (apparently IKEA charged for bags before they removed them entirely). I'm just skeptical that even if they divvy up the money, whatever the state allows the stores to keep won't cover the whole cost -- bag, implementation, etc. -- and so folks who bring their own bags will still end up being punished.
